Funding For OSCAR Programmes


The Ministry of Social Development (MSD) pay OSCAR funding to organisations providing before school, after school or school holiday programmes for 5 to 13 year olds.


OSCAR Funding Update, as of October 2011



Please click here for more information about the  October contracting round - as you will see the process has been designed to minimise the administrative task of extending the funding. 
 
The additional funding by the Minister will allow contracts to be extended at current rates for a further 18 months, giving providers more certainty.
 
We have made provision for the first payment to be made upon receipt of the signed contract extension, rather than holding this until January. 
 
The contract period, extension process and early payment should be of real benefit to providers.

OSCAR Funding 2011-2012 (Updated April 2011)



Earthquake response in Canterbury has been the focus of much Government and private effort, particularly since the February earthquake.

Accordingly the decision has been made to roll over current OSCAR Assistance funding for a further six months for those providers with contracts ending 30 June 2011. This will give immediate certainty and will be done as simply as possible. Affected providers will shortly receive a letter detailing this process.

As from 1 January 2012, the new funding model will come into effect. While details are still to be finalised, it is likely that funding will be largely based on child numbers.

Overall funding levels are likely to be lower. This reflects a capped pool of funding being shared between a greater number of programmes. In the last year, the number of OSCAR programmes has increased by more than 20 per cent.

The Ministry will also be working with sector representatives over the coming months to finalise the approach for new, simpler OSCAR Approval standards.

To allow for a smooth transition, the Ministry will ensure that information about the new funding model is available for providers well before the October funding round.

Providers with contracts for OSCAR Assistance funding ending 30 June 2011 will be sent a letter of offer within the next few weeks, offering a rollover of funding for the 6 months to 30 December 2011, at current funding levels.

Applications for Assistance funding for new programmes run by currently contracted providers, for the period starting 1 July 2011, can be made direct to the Ministry. This includes providers who have received a Development grant but not Assistance funding.

All applications should be submitted to the Ministry by 13 May, and providers will be notified of the outcome by 30 May.

Application for OSCAR Development Grants can continue to be made through the OSCAR Foundation in the usual way.

OSCAR Development Funding



If you are setting up a new OSCAR programme you can apply for a one-off OSCAR Development Grant of up to $3,000. This is to help with initial set up costs and to gain Child, Youth and Family OSCAR Approval.

Important Point

A Development Funding application cannot be submitted at the same time as an Assistance Funding application. We recommend you contact the Funding Coordinator for Development Funding deadlines prior to the Assistance Funding deadlines.
