A Quality Assurance Plan for the OSCAR Sector

The OSCAR Foundation is very excited to announce the Te Korowai Kounga - The Cloak of Quality; a Quality Assurance Plan for the OSCAR sector.

Background Of The Quality Assurance Plan
Te Korowai Kounga - The Cloak of Quality was developed by The OSCAR Foundation Board and CEO in response to the clear need for a national Quality Assurance plan. This was identified by The OSCAR Foundation, the OSCAR sector and the Government.

The weaving together of Te Korowai Kounga is based on the idea that there are many strands, or threads that make up a quality OSCAR programme. Like a treasured cloak (or korowai) these strands are interwoven, with each being as important as the other strands, not only to hold the cloak together but also to create its beauty. Each strand must rely on the other strands to give it strength and purpose.

From the draft plan The OSCAR Foundation’s Quality Assurance team has developed one key principle and four secondary principles, along with supporting goals and objectives.

It was important that every OSCAR programme in New Zealand would have the potential to achieve these goals and objectives. They also needed to reflect the diversity of the sector and ensure that the individual identity of each programme was maintained and indeed enhanced.

A selection of OSCAR programmes participated in a pilot project for Te Korowai Kounga. The pilot programme included a wide range of programmes, including before school, after school, holiday programmes, and camps.

They went through the quality assurance system and provided feedback on how they found the process. All programmes who participated in the pilot received a high level of support from The OSCAR Foundation.

We are confident that Te Korowai Kounga will ensure OSCAR programmes are the best they can be for our children. Each programme will be able to weave their own individualised version of Te Korowai Kounga.

Te Korowai Kounga available to the OSCAR sector.

May 2010
Official launch of Te Korowai Kounga at The OSCAR Foundation National Conference in May 2010 in Wellington.

September 2009
Pilot project launched with programmes throughout NZ.

August 2009
Callout for out of school programmes to participate in Pilot Project.

August 2009
The Quality Assurance team is further developing Te Korowai Kounga, and working on a series of quality indicators and reflective questions.

June 2009
Feedback from the consultation process was considered and incorporated into Te Korowai Kounga.

The Ministry of Social Development approved the proposal for Te Korowai Kounga to be delivered to the OSCAR sector.

May 2009
The Principles, Goals and Objectives for Te Korowai Kounga were released for consultation with the OSCAR Sector. Feedback was invited.

Members of the Quality Assurance Team attended the Network of Community Activities Conference in Sydney to present the draft version of Te Korowai Kounga to the New South Wales out of school hours sector.

February 2009
The Quality Assurance Team began meeting to develop Te Korowai Kounga.

January 2009
The OSCAR Foundation Quality Assurance Team was developed with Murray Upton, Tina Green, Marnie Carter, Julie King and Peter Heaslip.

Te Korowai Kounga - The Cloak of Quality (Te Korowai Kounga) became the name and concept for the Quality Assurance Plan for the OSCAR Sector.

November & December 2008
The draft Quality Assurance Plan and feedback from the Conference workshop were discussed at OSCAR Foundation staff meetings. From these meetings the future direction of the plan was determined.

October 2008
Murray Upton, CEO of The OSCAR Foundation, facilitated a Quality Assurance workshop at The OSCAR Foundation National Conference. This workshop discussed the draft Quality Assurance plan.

June 2008
The OSCAR Foundation Board, along with the CEO, developed a draft Quality Assurance Plan for the OSCAR Sector.

2007
The OSCAR Foundation hosted Making OSCAR Matter workshops nationwide. These workshops highlighted the need to develop a quality framework for the OSCAR sector.

Preliminary work undertaken on a Quality Framework for the OSCAR Sector.
